We have generated more than $1,200 billion in GDP
With the determination of the entire political system, the consensus of people and businesses, we have together generated more than 1,200 billion USD of GDP in nearly 5 years, on a stable macroeconomic foundation.

Prime Minister Nguyen Xuan Phuc emphasized this at the explanation and question-and-answer session on the morning of November 10 at the National Assembly Hall.
According to data from the World Bank, with an average economic growth of 6.8% a year in the period 2016-2019, Vietnam is in the top 10 countries with the highest growth
Notably, the above results were achieved in the context that not only in 2020 but right from the beginning of the term, we have faced unprecedented challenges such as the record drought for nearly 100 years in Vietnam Mekong Delta, Formosa environmental incidents, landslides, flash floods, pipe floods in the Northwest, storms, floods, floods in the Central Region.
The Economist magazine in August 2020 ranked Vietnam in the top 16 most successful emerging economies in the world. According to World Bank data, with an average economic growth of 6.8% a year in the period 2016-2019, Vietnam is in the top 10 countries with the highest growth. Under the impact of the COVID-19 pandemic, while most economies fell into recession, with the synchronous and drastic direction of the "dual goals", Vietnam still resiliently maintained positive growth at a decent level. Many localities have risen to become important economic drivers, contributing to the overall growth of the country, some localities have achieved record GDP growth for decades, even in the context of the pandemic.
The Prime Minister emphasized that in difficulties, the lessons from the "story of chopsticks", from the history of thousands of years of building and preserving the country of the nation have shown the strength of the spirit of solidarity, that spirit has once again been affirmed in the past period. especially in 2020 when Vietnam faced, controlled and repelled the COVID-19 pandemic, which was recognized and appreciated by international friends.
With the achievements achieved in recent years, Vietnam has more and more voice and responsibility in regional and global issues. We have successfully fulfilled our responsibilities and commitments at regional and international forums and organizations such as hosting APEC 2017, ASEAN Chair 2020, Chairman of the Inter-Parliamentary Council of Southeast Asian Nations (AIPA) 41), Non-Permanent Member of the UN Security Council, well organized the US-DPRK Summit...
Strong administrative reforms, over the past 4 years, have contributed to increasing the total number of newly established enterprises to nearly 350 thousand enterprises, equivalent to half of the total number of enterprises operating in the economy. The total newly registered capital and capital increase reached nearly 10 million billion VND. Now Vietnam has hundreds of enterprises with assets from more than hundreds of millions to billions of dollars, including many manufacturing, information technology corporations, etc telecommunication; In the past 5 years, more than 60 modern processing factories have been built and put into operation. In the field of agriculture, there has been the active participation of Vietnam's leading corporations, promising to bring great breakthroughs in supply chain, high-tech agriculture, large-scale production, industrial scale, etc regional and global competitiveness...
Over the past 4 years, we have created more than 8 million new jobs for people who have reached working age and also those who have lost their jobs before. The labor productivity of our economy has indeed improved markedly over the past years with an increase of 5.8% a year, much higher than the previous period of 4.3%. In general, in the past almost last term, Vietnam's per capita income has increased by nearly 145%. Looking at the World Bank's standard of living standards compared with other countries around the world, the income of our people is equivalent to nearly 9,000 USD (calculated on par with purchasing power).
According to estimates by the World Bank, Vietnam's middle class is currently approximately the population of a number of countries and territories in the group of "4 Asian Tigers" combined and by 2045 will account for over 50% of the population. that is, equivalent to the population of South Korea. The rate of poor households according to the multidimensional poverty line has dropped sharply from 9.8% in 2015 to less than 3% in 2020. We will continue to make continuous efforts to reduce poverty sustainably for the remaining 3% of households; especially people in rural, mountainous areas, ethnic minority areas, and poor core areas - there are people of working age who only earn an income of three hundred thousand VND a month.
The Prime Minister stated that the Government will more drastically direct all levels and sectors to prioritize resources, allocate land, have appropriate mechanisms to develop social housing for low-income people, housing for workers and cultural institutions in industrial parks as stated by the National Assembly deputies. The Prime Minister also noted the Delegates' opinion about the excessively low salary of nearly 1 million people with many contributions who retired before 1993. The Prime Minister assigned the Ministry of Labor, Invalids and Social Affairs and the Ministry of Finance to submit a proposed plan to the Prime Minister and the Government for consideration and specific handling in accordance with regulations and ensuring the balancing capacity of the state budget.
These results are the common achievements of the whole political system, the business community and the whole people under the comprehensive leadership of the Party. The Prime Minister said that statistics, although rich, cannot fully describe economic achievements and advances in social life. It is a whole difficult journey, not only one reform but many times of the previous generations in many stages. The important thing is that we know how to make better use of opportunities, arouse in the people the belief as well as the aspiration for an independent, self-reliant and prosperous Vietnam, shoulder to shoulder with the five continental powers as desired by Uncle Ho.
We need to continue to maintain a stable macroeconomic foundation, consistent with the goal of controlling inflation at a low level (below 4%) and ensuring major balances of the economy. Striving for Vietnam to always be a dynamic, creative, fast-growing economy but stable and sustainable, not to erode the macro fundamental factors that we have worked hard to build.
"As I said, our biggest challenge now is not to escape the middle-income trap, our biggest risk is not to fall behind economically; but our biggest challenge is the lack of will to rise and the biggest risk is the lack of determination to act," the Prime Minister emphasized.
The draft document submitted to the 13th Party Congress sets out the goal by 2030, celebrating the 100th anniversary of the founding of the Party, striving to become a developing country with modern industry and high middle income; by 2045, the 100th anniversary of the founding of the country, striving to become a developed and high-income country. Under the leadership of the Party, and the efforts of both the political system and the whole people, with the spirit, wisdom and bravery of the nation, we can completely build a development model our own inclusive, inclusive prosperity. It is a socialist-oriented market economy, where all people, all businesses, and all economic sectors equally participate in contributing to the development of the country.
In the current trend, we need to continue to persist in a number of important measures and policies to further strengthen the confidence and optimism of investors and businesses. specifically, constantly improving the investment and business environment in the direction of minimizing risks, costs and procedures; eliminate conflicts and overlaps in the legal system on investment and business.
Prioritize investment and rapid implementation of infrastructure projects, especially strategic infrastructure and backbone infrastructure in all three aspects of quantity, quality, and synchronization. To attach importance to investment in ensuring the basic infrastructure system in mountainous rural areas.
To improve the quality of education and training, especially higher education and training of skilled workers in service of the development of the modern economy.
Further strengthen the financial-banking system, impose discipline on weak banks to reduce risks, reduce interest rates, and capital costs for enterprises.
Affirming that we are all seeing a huge energy in the current young generation, we have witnessed many bold start-up ideas, many unique creative works of the young generation, The Prime Minister clearly stated that it is necessary to strengthen training and equip young people with necessary knowledge and skills; especially young people in rural and mountainous areas, creating many new jobs for this area through public investment projects as well as private investment. It is necessary to have a mechanism to attract talents, including in the overseas Vietnamese community to participate in national construction as stated by the National Assembly deputies.
