Decision No. 18/2019/QD-TTg of the Prime Minister: Regulations on the import of used machinery, equipment and technological lines

On 19/04/2019, the Prime Minister issued Decision 18/2019/QD-TTg, effective from 15/06/2019 on Regulations on the import of used machinery, equipment and technological lines. 

Accordingly, related to the paper industry, in Section 2.a of Appendix I Regulations on the age of equipment for machinery and equipment in a number of specific fields, it is clearly stated: Equipment used for wood drying, wood pulp, paper and cardboard (HS code: 84.19.32) for no more than 15 years.

In Section 3.a, the field of paper and pulp production: Mechanical machinery and equipment (HS Code 84.39; 84.40; 84.41) must not exceed 20 years.

How to calculate the age of the device (X): X = Year of import – Year of manufacture

The age of the device is calculated in years, not in months. Example: Equipment A was manufactured in January 2008 and imported to Vietnamese ports in December 2018. X = 2018 – 2008 = 10 (years).
