The Deputy Prime Minister agreed with the opinion of many delegates that in order for the Central region to become stronger, it is necessary to face the sea, make full use of the "international gateway" by seaports and airports, and at the same time closely connect with the Central Highlands region. The Deputy Prime Minister said that the Central region has harsh natural conditions, which is a huge challenge but also an opportunity. In the world, there have been many countries such as Japan and Israel that have successfully developed in conditions of poor resources and unfavorable nature thanks to maximizing human resources. applying modern science and technology to production. "The people of the Central region are also very willful, thrifty, drastic, spreading everywhere and if they can connect and mobilize, the Central region has a complete opportunity," said the Deputy Prime Minister.
In addition, many provinces in the Central region have learned to take advantage of the "strengths of the laggards". Typically, in tourism, many world-class resorts and destinations have been built in many central provinces, creating new room for development with a long-term vision. Or in preparing to welcome new science and technology, a locality like Binh Dinh has taken more methodical steps than some localities and big cities.
"We have 41 universities, but they are mainly located in 5 provinces in the key economic region, and apart from Hue University and the University of Da Nang with relative quality, the rest of the universities are basically weak. Many provincial hospitals, although their facilities are relatively spacious and modern, lack good doctors. Therefore, the immediate requirement is to have planning, investment, budget... to form a number of strong centers in economy, education, science, and health," the Deputy Prime Minister emphasized and said that in addition to the mechanism, with an open policy, the central provinces must strengthen the mobilization of large enterprises, "leaders" as the core of economic development. When the economy improves, resources will be devoted to investing in education, health, human resource training, and improving the potential of scientific research. Since then, it has attracted good people to work in universities, research institutions, hospitals, etc.
"We have to discuss this issue very deeply, have a strategy to combine economic development with the formation of a system of universities, research institutes, medical examination and treatment facilities, etc health sciences. In addition to economic issues, localities need to pay proper attention, timely and have practical solutions to solve social problems," the Deputy Prime Minister said.
Talking more about the mechanism, according to the Deputy Prime Minister, this is the time to prepare the draft document of the Party congress and the national development strategy, therefore, the thinking of building a new mechanism needs to go beyond obstacles, limitations of current legal regulations, otherwise it will not be possible. "We should not 'bind' ourselves by the provisions of the law formed by previous thinking and circumstances. What is not concrete, there should be a mechanism to pilot in the spirit of fully assigning responsibilities and powers to then summarize them for replication or adjustment."
