Recently, the group of four Indo-Pacific nations, including Australia, Japan, India and the United States, officially resumed the four-party dialogue after a 10-year hiatus, which has been upgraded to a dialogue of foreign ministers. On March 20, the "Diamond Quad" invited three more countries including Vietnam, South Korea and New Zealand to discuss, this new group is called the "Quad Plus" by the India Times .

Diplomatic officials from various countries focused on discussing the hottest issue: COVID-19, as well as discussing ways to combat the spread of the pandemic. On the website of Heritage (which publishes US diplomatic dialogues), the content of the dialogue only revolves around COVID-19, but reporters familiar with Reuters  (UK) and CGTV (China) have pointed out that, "minimizing the impact on the global economy" is the key issue of the Quad dialogue

To confirm this source, Reuters quoted Mike Pompeo, the US Secretary of State, as saying on CNN about expanding the dialogue membership: "We are working with friends to promote development global economy".

The move of the United States and the expanded Quad group caused a stir in the world media. Reuters implied that the United States is aiming to build a group of "Prosperity Economic Networks" countries, while China's CGTV said that the United States is setting a goal to shift supply chains away from China as quickly as possible.

According to Reuters, it is not clear which countries will be in the Prosperity Economic Network, however, according to Mr. Pompeo, the US administration is working closely with Vietnam, South Korea, New Zealand, Australia, India and the United States. these will be the countries targeted by the US to restructure the global supply chain.

Until now, supply chains such as pharmaceutical raw materials, food, medical equipment, electronic equipment... of the United States depends on China. The Wall Street Journal pointed out that COVID-19 has exposed the dependence of the United States on the supply of medicinal herbs, when factories in China are closed, the US pharmaceutical market falls into a frozen state. Therefore, President Donald Trump's administration needs to quickly move away from China.

Reuters' economic news on May 4 also emphasized that the United States is promoting initiatives to pull production chains out of China. Reuters quoted an unnamed analyst as saying that the Prosperity Economic Network is a surprise multilateral option for the United States.

In response to the US move, CGTV published a opinion article by Political Analyst Andrew Korobko (Russia) on May 4: "COVID-19 is just an excuse for the US to make a move, and is the basis for the United States to promote its plan to build a Prosperous Economic Network. The "America and its Friends" plan, as Pompeo put it, is a signal for the shift to begin.

Meanwhile, Nikkei posted exclusive news that Apple will produce about 3 to 4 million wireless headphones (Airpods) in Vietnam right in the first quarter of 2020. Has the Prosperity Economic Network begun to be activated?

QUAD – short for Quadrilateral Security Dialogue, consisting of the United States, Japan, Australia and India, was introduced by Prime Minister Shinzo Abe in 2007. The QUAD focuses on discussing and cooperation on economic and military issues and is considered by analysts to be a counterweight to China's influence.
